v1.2.3 mousewheel() and minor fixes

v1.2.3 has been released.
A minor update, mainly to fix a debugger issue where hovering over "null" would crash the application.
Also adds a "mousewheel" runtime library function, and plugs a few gaps in the intellisense autocompletion.
